[Start] -> [Control Panel] -> [Switch to Classical View](May be not available, if you are inside classical view) -> [Regional and Language Options] -> [Languages] -> [Install files for East Asian Languages](Check 打勾) -> [OK]

Installing or remove XP Build-in IMEs 安装或移除内建输入法
[Start] -> [Control Panel] -> [Switch to Classical View](May be not available, if you are inside classical view) -> [Regional and Language Options] -> [Languages] -> [Details...] -> [Add...] or [Remove]
Add = 安装/增加
Remove = 移除

For Simplify Chinese 中文简体
Input Language: Chinese PRC
Keyboard Layout/IME: Microsoft Pinyin IME 3.0 拼音 (Continues Input 自动选字输入)
Keyboard Layout/IME: QuanPin 全拼 (alike Chinese Star 类似中文之星)

For Traditional Chinese 中文正体
Input Language: Chinese Taiwan
